Palace open to reduce holidays-Business Mirror

MALACAƑANG said on Wednesday it is open to the proposed reduction in holidays this year to help the business sector cope with the global crisis, but this would be subject to tripartite conferences and an amendment of the Holiday Rationalization Act.

Press Secretary Cerge Remonde said in a news briefing that while the Executive understands the appeal of the business sector, preset holidays for the year “cannot be changed just like that.”

“The government is open to all positive suggestions and, therefore, this should be better discussed in the tripartite council where government, management and labor are represented,” Remonde said.

He added that the proposed reduction in nonworking days would also require an amendment of Republic Act 9492, which provided for the rationalization of national holidays and declared certain days as special or regular holidays.

“Aside from being subjected to a tripartite conference, as I think is always practicable, necessary amendments have to go through Congress,” Remonde said.

The Philippine Chamber of Commerce and Industry is urging the government to reduce the number of holidays and to amend the law that requires employers to pay double for holiday work, given the expected slowdown in business due to a global recession.

MalacaƱang had earlier declared the regular holidays and special nonworking days for 2009, which would provide for at least two long weekends this year.

The President, however, would sometimes opt to declare more nonworking days as she saw fit, such as when she declared January 2 as an additional nonworking holiday this year, after leaders of labor and employer groups agreed to it, as it was sandwiched between January 1, a regular holiday, and a Saturday.

TODAY, our Chinese brothers and sisters around the world is welcoming the Year of the Earth Ox, which "symbolizes strength gathers through unity, harmony, obedience, courage and hard slog." It is expected to be a "dutiful, family oriented and dependable year."



The Chinese New Year is celebrated earlier this year (last year’s fell on February 7), which follows the lunar year cycle. The celebration may fall on any day from January 21 to February 21, depending on when the first new moon of the lunar year comes. The holiday usually falls on the second (very rarely third) new moon after the winter solstice.

Each year is named for one of twelve animals in turn: Rat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Sheep, Monkey, Rooster, Dog, and Pig. Alongside the 12-year cycle of the animal zodiac there is a 10-year cycle of heavenly stems. Each of the ten heavenly stems is associated with one of the five elements of Chinese astrology, namely: Wood, Fire, Earth, Metal, and Water. The elements are rotated every two years while a yin and yang association alternates every year. The elements are thus distinguished: Yang Wood, Yin Wood, Yang Fire, Yin Fire, etc. These produce a combined cycle that repeats every 60 years. For example, the year of the Yang Fire Rat occurred in 1936 and in 1996, 60 years apart.

The Chinese New Year, also known as Lunar New Year or Spring Festival, is the first day of the Chinese (Lunar) calendar. It is the most important of the traditional Chinese holidays. It is the time of the largest human migration, when migrant workers in China, as well as overseas Chinese around the world travel home to have reunion dinners with their families on New Year’s Eve.

It is a time when families visit the oldest and most senior members of their extended family, usually their parents, grandparents, or great-grandparents. Members of the family who are married give red packets (ang pao) containing cash to junior members of the family, mostly children and teenagers. Red is the favorite color for Chinese New Year clothing and decorations, as it is said to bring good luck. Since it symbolizes fire, it is believed to ward away evil.

Doors are decorated with gold and red scrolls that are inscribed with wishes with good charms, and windows are opened at midnight to let out the evil of the old year and let in the luck and prosperity of the New Year. The most colorful New Year ritual is the dragon dance or lion dance. An enormous dragon/lion head, with a long body of colorful fabric, performs an energetic dance manipulated by skilled operators. There is a big parade in the Binondo that features the Manila Chinatown Millennium Dragon that is 228 feet long and is brightly colored with the colors of Philippine flag. It is a symbolic ritual to usher in the Lunar New Year as well as to evict bad spirits from the premises.

The foods served during Chinese New Year are mostly symbolic since Chinese believe food can directly affect one’s fortune in the coming year. Dining tables are loaded with food to ensure prosperity and abundance in the new year. Dishes or ingredients are chosen that will bring good luck, long life, and happiness.

The Chinese New Year signifies the end of winter and is a celebration to welcome spring in the company of family and friends, with Chinese music and dance, lanterns and feasts, and the thundering beat of drums, and fireworks to dispel the bad and bring in good luck.

Senate ratifies 2009 national budget

MANILA (PNA) —- The Senate ratified on Thursday morning the bicameral conference committee report on the proposed P1.415-trillion national budget or General Appropriations Act of 2009.

Sen. Panfilo Lacson and Sen. Benigno Aquino III objected to the report when it was presented on the floor for ratification.

The House of Representatives earlier ratified the proposed 2009 national budget on Wednesday night.

After the Senate's ratification of the 2009 GAA, it will be transmitted to President Gloria Macapagal-Arroyo for signing into law.

Sen. Edgardo Angara, chairman of the Senate finance committee, presented on the floor the bicameral committee report containing a P50-billion economic stimulus package.

Sen. Lacson objected to what he called "insertion" of the stimulus package fund in the 2009 budget and threatened to question it before the Supreme Court.

Senate Majority Leader Juan Miguel Zubiri said 15 senators were present during Wednesday’s session which was suspended until this morning.

”It (the 2009 budget) is now ratified, next is the signature of the President,” Sen. Zubiri told Senate reporters after the Upper Chamber ratified the bicameral conference committee report on the proposed 2009 General Appropriations Act. (PNA)

PGMA names Remonde as press secretary,3 others

Press Secretary Jesus G. Dureza is moving on to become the Chief Presidential Legal Counsel while Presidential Management Staff (PMS) head Cerge Remonde will become Press Secretary.

This Cabinet “shifting,” to take effect on Feb. 1 was announced by Executive Secretary and concurrent Presidential Spokesman Eduardo Ermita in his weekly press conference with the Malacanang Press Corps (MPC) this afternoon (Jan. 21).

To replace Remonde as PMS head is Presidential Adviser for the Peace Process Hermogenes Esperon Jr.; and to take over him as PAPP is retired Philippine National Police (PNP) chief Avelino Razon, presently the deputy national security adviser.

The outgoing press secretary and incoming palace lawyer – who had requested President Gloria Macapagal-Arroyo for a lighter assignment in the meantime as his wife, the former Elizabeth Salutillo, battles a debilitating kidney ailment – thanked the President for “her trust and confidence.”

Dureza, who studied Law at the Ateneo de Davao Law School, placed 10th in the 1973 Philippine Bar Exams, scoring 100 percent in Criminal Law. Thus, he has “very good credentials as Presidential Legal Counsel,” said Ermita.

In his statement, Dureza said, “I feel greatly privileged and honored to be chosen by Her Excellency the President as her Chief Presidential Legal Counsel.”

“Being the President’s legal adviser will bring me new challenges and fresh work perspectives. This will be an enriching experience for me,” said Dureza who added that “as Palace Lawyer, I will be working in a field where I have also devoted many of my fruitful years – as law practitioner and in the government.”

“In this new assignment, I will continue to connect with the press and the public,” said Dureza, pointing out that his stint as Press Secretary for seven months “allowed me to revisit my first career as a journalist.”

“It gave me a chance to work closely with my former colleagues in the media as well as new media acquaintances along the way. I thank the different units of the Office of the Press Secretary (OPS) and the Malacanang Press Corps (MPC) for the support they have given me as Press Secretary.”

Remonde, who will take over Dureza, was a former six-term chairman of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP), and is also “angkop na angkop” as OPS head, said Ermita.

Meanwhile, Ermita revealed Esperon recommended his Philippine Military Academy (PMA) Class 1974 “classmate” Razon to take his place, as both the Armed Forces and the PNP are “deeply involved in peace and security.”

PMPC new set of officers for 2009

A group of vibrant and dynamic entertainment scribes makes up the list of newly-elected officers who will run the Philippine Movie Press Club (PMPC,) an organization of active local showbiz journalists, this 2009.


Elected president is entertainment writer-columnist, Roldan F. Castro, who is serving his first-year term as PMPC prexy.


Also serving their first-year terms with the club, in their respective elected posts are: Melba Llanera

(vice-president,) Jose "Boy" Romero (treasurer) and Aaron Domingo (auditor)


As secretary, colleague Mell Navarro has been re-elected for the position and is to serve his fourth consecutive term this year. Ditto William Reyes, as Press Relations Officer (PRO,) on his second year-term.


Appointees Mildred Bacud (asst. secretary) and Jimi Escala (asst. treasurer,) who makes a comeback to the PMPC board, completes the line-up, with the seven-man PMPC Board of Directors consisting of: former PMPC Presidents Joe Barrameda and Fernan De Guzman, Rodel Fernando, Robert Pangis, Sandy Es Mariano, John Fontanilla and Rommel Galapon, former VP of the club.


Speaking on behalf of his colleagues, Roldan Castro expressed optimism that things would turn out well for the PMPC this year.


"With your help and support, and full cooperation, we can get all things done right - all for the betterment of the club," Castro said.


With the new set of officers elected, the Board then decides on certain committees with the members and officers-in-charge to get on with the multi-tasks for the various club projects lined-up, starting with the annual PMPC Star Awards for Movies ‘09 which promises to be something really big and exciting, as it turns silver (25th) this year.

ASEAN basketball league created

KUALA LUMPUR —Filipino basketball players can now play for pay on a bigger stage.

The ASEAN Basketball League (ABL), a new association open to professional teams, rolls off this year in a bid to boost the game’s standard in the region.

“Clearly, Asia has made a major step forward in reaching the top level of organizational basketball,” Patrick Baumann, FIBA (international basketball federation) secretary general, said Monday at the league launch here.

The ABL will have a starting field of at least eight teams operated by private owners from each member country. Teams will play on a home-and-away format in the elimination phase, followed by a knockout playoff round starting in September until February 2010.

“In terms of level of competition, we’re not there yet, but with this league, the level of competition among Southeast Asian members will go up,” said Eric Thohir, president of the Southeast Asia Basketball Association.

“The number of teams (has not been finalized), but we’ll make sure that one country can have more than one team,” added Seaba secretary general Dato Yeoh Choo Hock.

Local talents will comprise the majority of players and only four imports—two non-Asians and two Asians—will be allowed to play in each team.

“They’ve always restricted the number of players to two, and as a result, the Australians have developed well,” said FIBA president Bob Elphinston.

“The aim is to develop local talents and local stars,” added Tony Fernandes, league chair and Air Asia CEO. “And maybe one day our countries will perform at the highest levels.”

Officials said the league will also ensure balanced competition.

Navotas Day Parade,Holiday tomorrow

Navotas City Mayor Toby Tiangco yesterday said MalacaƱang has issued Proclamation No. 1702 declaring tomorrow as a special (non-working) day in the city. The mayor said this was announced to give residents and guests full opportunity to celebrate Navotas’ 103rd founding anniversary.

Tiangco advised all motorists to take alternate routes on the same day because the following roads leading to and out of the city will be totally closed: M. Naval St. ; Governor Andres Pascual St. , North Bay Boulevard; C-4 and C-3 Roads.

These roads will be closed to traffic starting 11 a.m. up to 5 p.m. tomorrow to give way to the traditional Navotas Grand Parade, one of the highlights of the 103rd Foundation Day celebrations.

Motorists are advised to look for alternate routes this early to avoid being inconvenienced.

For more information and other queries, Tiangco advised the public to call the City Traffic and Parking Management Office at 2830287.

Tiangco leads the celebration, together with other city hall officials and employees.

To join the parade are some 10,000 marchers and elaborately decorated floats from the school, religious, non-government organizations, business sectors and the city government. The mayor said street performers, drum and bugle groups, mascots, clowns and jugglers will line up the parade route to provide more color and festivity to the event.

Popular showbiz personalities, including Christine Reyes and Iza Calzado, are expected to join the mayor in the parade.

January 16 declaring holiday in Navotas City

MalacaƱang has declared January 16 as a special non-working holiday in Navotas City.



The declaration was under Proclamation No. 1702 that President Arroyo approved to give the city government and residents full opportunity to commemorate and celebrate its 103rd foundation day anniversary.

The city government said all main roads would be closed to traffic from 11 a.m. to 5 p.m. on Friday to give way to the traditional grand parade.

Mayor Toby Tiangco and other officials will lead the celebration parade.

Davao:First Chinese New Year Festival 2009

Davao City (9 January) -- Davao City will hold the 1st Chinese New Year Festival on January 26 to 31 after Mayor Rodrigo Duterte signed Executive Order 1 series 2009 which created the executive committee of the said festival.

The festival is the fruit of a united Chinese community, working together with the local government.

Figures showed that Davao City has the biggest Chinatown in terms of land area and population. It also has the biggest concentration of Chinese families who have continuously shown the value of hardwork and unity.

The festival will be opened on January 24 with the highlight to be held on the eve of January 25 until 6 in the morning.

Activities include a motorcade of various stakeholders, Chinese families, sponsors, and supporters. A unity dance will also be performed as part of the Chinese culture and traditions. Chinese lanterns will also be lighted during the main event.

The public can also view and learn Chinese cultural heritage as an exhibition will be set up in the Museo Dabawenyo.

Shoppers can also buy Chinese goods from the long-stretch of Chinatown stores along Uyanguren Street which are open until midnight.

Nightly entertainment like Chinese dances and songs will be presented for the viewers to learn and appreciate their presentation.

On January 31, the Arch of Unity and Prosperity will be unveiled as the culmination of the weeklong festival.

Moreover, Chinese families will also provide community feeding in barangays within the Chinatown area.

This is one of the many ways that the Chinese families can show concern and social responsibility to the poor families in their community. (PIA)

Davao:No fireworks during Chinese New Year fest on January 26

THERE will be no fireworks during the Chinese New Year Festival on January 25-26 in Davao City.

Dabawenyos could only view the fireworks display on a wide-screen live from China when the clock strikes midnight.



Festival secretariat chair Patricia Melizza Ruivivar said Chinese Dabawenyos initially proposed a fireworks display in the city but Davao City Mayor Rodrigo Duterte stood firm on the firecracker ban.

"Pwede naman but not within the jurisdiction of Davao City. Like what was done during the Asean Tourism Forum, the firecrackers were flown to Butuan, transported to Panabo and carried through a ferry to Samal. Kung meron mang ganun, it would be a private initiative. Davao City remains firecracker-free," Ruivivar said.

Ruivivar was quoted on a local television news last Thursday as saying “a fireworks display will form part of the celebration. There will be, but only onscreen.”

A street concert during the eve of the Chinese New Year will make way for the countdown.

"Meron din drum beating performances and the fireworks will be shown live complete with sounds. They aim to create an experience na parang andun din kayo. Kita at rinig lahat," Ruivivar said.

Aside from the night market, the festival will also include a free showing of Chinese films focusing mainly on history and culture.

"We have an alternative celebration. This is the most unique kasi nga walang fireworks talaga. Our guests include the Consul General of China and Ambassador Alfredo Yuchengco who promised to fund the 3rd Chinatown arc," Ruivivar said.

She added that a lavish celebration is fitting since Davao can pride itself for having the largest Chinatown area in the Philippines, dwarfing even the renowned Binondo in Manila.

LINGAYEN - Today, January 9, is a special non-working holiday in the province of Pangasinan.

The office of Governor Amado Espino Jr. received Executive Order (EO) 1700 from MalacaƱang declaring January 9 as a holiday.


The province will mark Friday the 64th Anniversary of the Lingayen Gulf Landings. Also called Veterans Day, the celebration is dubbed as Agew ya Kawayangan ed Pangasinan (Pangasinan Liberation/Freedom Day).

The Agew ya Kawayangan ed Pangasinan commemoration program will be held at 8 a.m. at the Veterans Park.

The guest of honor and speaker is former president Fidel Ramos, himself a Pangasinense war veteran. There were reports however that Ramos might not be able to make it as he is in the hospital.

Espino will lead the wreath-laying at the World War II Monument, as well as, in welcoming the Pangasinense World War II veterans who will attend the occasion.

Meanwhile, a misinformation preempting the Provincial Government's announcement of the special holiday circulated in the province Thursday morning.

Several banks and schools allegedly received a fax copy of a "fake" executive order.

The fake EO was Proclamation 1442 dated January 6, 2009. It was signed by Executive Secretary Eduardo Ermita.

Scrutinizing the copy that reached the provincial Capitol, Proclamation 1442 was the one issued by MalacaƱang last year.

Leyble,3rd city mayor of Antipolo

ANTIPOLO CITY – Danilo Leyble, elected vice mayor, was sworn in yesterday as the third mayor of Antipolo City by Interior and Local Government Secretary Ronnie Puno.


"(Everything happens through the will of the Lord. Nothing will happen that is not with God’s blessings. It just happened that God chose me to serve office)," Leyble said.

Leyble said he is assuming the office with mixed feelings because of the untimely demise last Tuesday of Mayor Vic Sumulong who died of multiple-organ failure related to diabetes at the Makati Medical Center.

" (It’s very sad. We were all shocked by what happened. Mayor Sumulong left a big responsibility because I will have to surpass or at least equal what he has done for Antipolo)," Leyble said.

The new mayor said that he is confident of success with the help of local and national officials.

" (I know that we can serve the people well with the help of Secretary Ronnie Puno, Congressman Robbie Puno, Congressman Lito Gatlabayan and the City Council. We will all work together for a progressive Antipolo.)," he said.

Puno swears new Antipolo City mayor under Nilo Leyble

Interior and Local Government Secretary Ronaldo Puno today swore in Danilo Leyble as the new Antipolo City mayor.

The simple oathtaking rite at the Department of Interior and Local Government's main office in Quezon City was witnessed by DILG and Antipolo local government officials.

Leyble will take over the vacancy left by the late Antipolo Mayor Vic Sumulong who recently died due to a lingering illness.

Also sworn in was Antipolo City Councilor Lorenzo Zapanta, who will replace Leyble as Vice Mayor.

Proclamation 1699 schedules no-work holidays for 2009

AS LAST month’s long holiday began, President Arroyo signed a proclamation that declared at least 10 long holidays in 2009.

She spent part of her Christmas Eve signing Proclamation 1699 that spells out the holiday schedule this year, reported in its blog today.

The three-day weekend before the Easter break is the first long holiday of the year. Instead of April 9, the Araw ng Kagitingan holiday was moved to the nearest Monday, April 6. As usual, there will be no work from Maundy Thursday to Easter Sunday, or from April 9 to 12 this year.

Although some business owners complained about the recent two-week holiday break and its effect on productivity, MalacaƱang explained that all sectors, including business, were consulted before the 2008 holidays were set, the report said.

The Arroyo administration moves holidays to the nearest Monday or Friday to give workers a chance to travel to their hometowns, a practice that some pundits have
taken to calling “holiday economics.”

Under Proclamation 1699, this year’s regular holidays include
Labor Day, May 1 (Friday);
Independence Day, June 12 (Friday);
National Heroes Day, Aug. 31 (Monday);
Bonifacio Day, Nov. 30 (Monday); Christmas Day,
Dec. 25 (Friday); and
Rizal Day, Dec. 30 (Wednesday).

The following are special non-working days for 2009:
Ninoy Aquino Day, Aug. 21 (Friday);
All Saints’ Day, Nov. 1 (Sunday) and
All Souls’ Day, Nov. 2 (Monday);
Christmas Eve, Dec. 24 (Thursday); and
New Year’s Eve, Dec. 31 (Thursday).

Antipolo City Mayor Victor Sumulong dies at 62

MANILA, Philippines—Antipolo City Mayor Victor Sumulong died of multiple organ failure due to his lingering diabetes. He was 62.

The first-term mayor and former lawmaker died at 7:46 p.m. at the Makati Medical Center, his staff confirmed.

He was rushed to the hospital on Saturday for complications of his long-time illness.

Sumulong, son of the late Senator Lorenzo Sumulong, was a congressman representing Antipolo from 1998 to 2007. In 2007 he was elected mayor. He was also a former assistant secretary of the Department of Interior and Local Government.

Before his fatal collapse, Sumulong had been in and out of the hospital.

He is survived by his children Maria Victoria, 17, Mikaela Angela, 15 and Christopher Emmanuel, 14.

Sumulong was a close friend of Interior Secretary Ronaldo Puno, said DILG spokesperson Brian Yamsuan.

The Sumulong family has yet to finalize interment plans but Yamsuan said the body will be brought to Congress, the Ateneo de Manila University, his high school, and UP, his alma mater. Tarra Quismundo

Nation's Longest Holiday in years ends today

The Philippines’ longest holiday on record, eleven consecutive non-working days throughout the nation starting on Christmas Day, ends today, Jan. 4, 2009.


The long holiday, considered both a boon and a bane to the country’s 31.5 million workers, consisted of three legal holidays, four special holidays, two Saturdays and two Sundays.

It was considered a bane to workers covered by the "no work, no pay" policy because it meant a big reduction in their income, and a boon to those required by the nature of their work such as media people and hospital staff to report for work even on holidays because they are entitled to generous overtime pay.

Majority of the regular workers paid on a monthly basis, meanwhile, enjoyed a long paid vacation without using their vacation leave credits.

The three legal holidays were Dec. 25 (Christmas Day), Rizal Day (Dec. 30) and Jan. 1, 2009 (New Year’s Day). The four special non-working holidays were Dec. 26, 29 and 31, 2008 and Jan. 2, 2009.

President Arroyo declared Dec. 26 a special non-working holiday because it was sandwiched between Christmas Day and Dec. 27, a Saturday, which is a non-working day in government offices and many private companies.

The President likewise declared Dec. 31, 2008 a special non-working day because it was sandwiched between Dec. 30, 2008, Rizal Day, and Jan. 1, 2009, New Year’s Day.

January 2, 2009, meanwhile, also fell between New Year’s Day and a Saturday, Jan. 3.

Many business activities were reported to have been disrupted when President Arroyo declared Jan. 2 a special non-working holiday, since their operations have to wait until January 5 to resume.

The Catholic Church was likewise affected since parishes were not able to get the missalettes for the Sunday mass today because the printing establishments were still closed last Friday.

Reminiscing Bruneian independence proclamation

ON THE night of December 31, 1983, thousands of citizens and residents of Brunei congregated at the Taman Sir Omar 'Ali Saifuddien for the proclamation of full independence on January 1, 1984, after the end of British protection for 96 years.

The independence meant a reinstatement of power to rule itself in defence and foreign affairs which was previously handled by Britain.

Hj Matali Jumat, 63, recalled how he stood and prayed in the rain at the Sir Omar 'Ali Saifuddien (SOAS) mosque in the capital to rejoice the occasion.

"We prayed under the rain as thousands of people from all corners of the country flocked to the mosque and asked for guidance and blessings from Allah Subhanahu Wataala that Brunei will face as a free and independent country," he said.

The beat of hadrah (traditional drums) together with the thousands of voices of excitement and gratefulness from citizens will be etched in his memory forever, he said.

Suhaili Amat, who was 13-years-old then, said that thousands of students joined adults at the National Stadium to release doves and balloons into the sky at the crack of dawn to celebrate the nation-state's independence.

"Thousands of youths joined in the event. We had a marvelous time celebrating our nation-state's independence and history in the making. I am sad that the unity shown by the youths of our time is not reflected in the youths nowadays," he said, adding that youths must not undermine and forget this historic event.

"Remember that our forefathers worked very hard to achieve independence and we must always remember the significance of being an independent nation."

Hj Rozan Yunos, a senior government official, who was in the United Kingdom (UK) during the proclamation, commented that sadly, he could not attend the historic event. However, he said that the Bruneian students in the UK got together and pondered over expectations on how they could contribute in Brunei.

"I could remember vividly how proud I was when the Brunei High Comission called us to collect our brand new passport. I arrived in the UK with a British passport and returned home in the summer of 1984, proudly, on a Bruneian passport," he said.

"That, to me was the most important symbol of independence. I do not have to rely on another country's passport to travel freely throughout the world," he said, adding that the development of the country has changed immensely for the better ever since.

"I remember coming home every summer to see something new in Brunei. There were new houses being built for the Lambak Kanan Housing Scheme and new buildings keep popping up all over the place. We have developed tremendously since those early independence days," he added.

The proclamation, which was read by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam, states that "Brunei shall be forever a sovereign, democratic and independent Melayu Islam Beraja (Malay Islamic Monarchy) philosophy based upon the teachings of Islam according to Ahli Sunnah wal-Jema'ah..."

This was followed by chants of Allahu Akhbar, led by the late Sultan Omar 'Ali Saifuddien, and 21 cannon shots were fired. The ceremony ended with a recital of prayers by then Mufti Pehin Dato Seri Maharaja Datu Seri Utama Hj Ismail Umar Abdul Aziz. The first cabinet ministers led by His Majesty was also announced to ensure the execution of the country's administration and development plans.

Brunei will celebrate its National Day Silver Jubilee this year and celebrations will be held at the Hassanal Bolkiah National Stadium on February 23.

New Year's Message of VP Noli de Castro in English

The past year was a difficult one. We suffered through unprecedented increases in oil prices. We watched in confusion as global markets tumbled one after another. We read about the collapse of big and respected names in the international financial community. We went through a financial meltdown of a proportion that the world has not experienced in many decades.


Yet our country remained stable. As of the third quarter, our economy was still growing by 4.6 percent. OFW remittances remained robust up to the end of the year. Business process outsourcing continued to generate investments and open new employment opportunities. In the housing sector, we continued to keep the funds flowing and the projects moving.

Our reform program finally bore fruit as our economy remained stable despite the onset of external shocks. We survived last year . . . but the economic storm is not yet over. The coming year brings a new set of challenges.

The first is the challenge of order. We should maintain order in society and order in the economy. We should let the rule of law prevail. Let us ensure that our legal framework sufficiently protects property rights. We should continue to generate revenues to fuel the work of government. We should maintain macroeconomic stability to encourage more investments.

The second is the challenge of growth and development. We should keep the momentum of progress that we have painstakingly built over the past years. We should promote efficiency and competitiveness in business and government. And let us use the powers and resources of the State to fight poverty and injustice.

The third is the challenge of democracy. This early we should start preparing for the 2010 elections. We should strengthen the Commission on Elections and push the enactment and implementation of electoral reforms. We should make our electoral system strong so that it can resist the influence of vested interests.

We have so much work to do as a people. We have to continue building our nation and promoting our people’s development. We have to surmount many obstacles. But I am confident that we will prevail over all challenges and 2009 will be, truly, a happy new year.
