92% of Pinoys enter 2009 with hope

Nine out of 10 or 92 percent of Filipinos look forward to the New Year with hope rather than fear, a survey by the Social Weather Stations (SWS) showed.

The Fourth Quarter Social Weather Survey found that hopes for the New Year are high in all areas – 94 percent in the Visayas, 92 percent in both Luzon and Mindanao, and 89 percent in Metro Manila.

The non-commissioned survey, conducted from Nov. 28 to Dec. 1, used face-to-face interviews of 1,500 adults in Metro Manila, Luzon, the Visayas and Mindanao.

In Mindanao, hope for the New Year slightly increased from 87 percent in 2007 to 92 percent in 2008.

Hopefulness for the New Year in Metro Manila slightly declined to 89 percent from the record-high 95 percent in 2007.

New Year hopefulness in Luzon barely changed from 91 to 92 percent and stayed at 94 percent in the Visayas.

The 92 percent hopeful about the coming year is similar to the 91 percent posted in 2006 and in 2007. From 2000 to 2004, New Year hope ranged from 81 to 95 percent, the SWS said.

“In Germany, where the survey question originated, those expressing hope ranged from 31 percent to 58 percent in 1991 to 2002. German hope in the coming year has not exceeded 58 percent since 1991,” the SWS said.

The SWS said New Year hopes are high across socio-economic classes – 92 percent among the middle to upper classes ABC, 92 percent among D class or the “masa” and 90 percent among the very poor class E.

Hopefulness for the New Year slightly increased among classes ABC, from 88 percent in 2007 to 92 percent in 2008.

Compared to 2007, it did not change among class D at 92 percent and class E, from 91 percent to 90 percent.

Among the 63 percent who expect a happy 2008 Christmas, 95 percent say they are entering the coming year with hope.

However, even among the eight percent who expect a sad Christmas, 76 percent look forward to 2009 with hope, the SWS said.

It said the survey question on hope versus fear about the New Year was patterned after the polls conducted annually by the Allensbach Institute of Demoskopy (http://www.ifd-allensbach.de), a pioneering opinion research center in Germany.

The SWS used sampling error margins of ±2.5 percent for national percentages, plus or minus six percent for Metro Manila, Visayas and Mindanao, and plus or minus four percent balance Luzon.

Deputy presidential spokesperson Lorelei Fajardo welcomed the survey result.

“We have much to be hopeful about and grateful for. We have triumphed over the difficulties of this year from which we take away many valuable lessons that strengthen and make us, more prepared for the challenges that lie ahead.”

House bill seeks to move holiday to June 19

MANILA, Philippines—House Bill No. 1289 seeks to move the observance of Rizal Day, a nonworking public holiday, from Dec. 30, the national hero’s death anniversary, to June 19, his birth date. The bill will soon come to the Senate for consideration after the Lower House passed it last month.

I believe there are compelling reasons why we should continue celebrating Rizal Day on Dec. 30.

Rizal’s death, not his birth, is the greater event. Socrates said “The unexamined life is not worth living,” inferring that assessing the value of a person’s life can only be done when he or she has lived most of his or her years. At birth, a person is mere tabula rasa, a blank tablet yet to receive the impressions of experience. The newborn Rizal, like any newborn, held nothing more than the promise of a life that could be filled with meaning.

His death, on the other hand, summed up his life, held the record of what he had become, and defined its meaning. The blank tablet of his birth was now impressed with experience, the most notable of which was dying for his country.

‘We only die once’

And what an exceptional death it was!

In his dreams, Rizal had taken the executioner’s bullet many times, moving him to write of his wish to show by example how to die for duty and principles. “We only die once,” he said. In death, he showed the world that the Filipino knows how gloriously to die for his country.

His death was framed with passion and mystique. Bagumbayan, in the early hours of Dec. 30, 1896, was thronged with people, announcing clearly by their numbers not only that an execution was to occur but that a turning point in history was to take place.

And when the fateful moment came, Rizal was more than ready. Minutes before he faced the firing squad, a doctor, marveling at his calmness, felt his pulse. It was normal.

No blindfold

Rizal declined the blindfold and chose to be shot on his feet, standing and head high. He wanted to die facing the firing squad, because, he reasoned, only traitors were shot in the back and he was no traitor. He was denied that wish, so when the order to fire came, he swung around. Instead of falling on his face, he fell on his back, “the sightless eyes staring at the sun.” His last cry was “Consummatum est.”

One argument in support of the bill says “birth anniversaries of national heroes are usually celebrated rather than their deaths.” The commemoration of national heroes does not follow a rule written on stone. Births, deaths or days of great achievements can be milestones for commemoration. The fundamental objective is to choose an event which locks the lives of the hero and his nation in a tight embrace of context and meaning, so compelling and inextricable, that one sees in that specific event the spirit of the nation at its best. Rizal’s death, more than his birth, embodies that spirit.

Our tradition honoring Rizal on his death anniversary goes back to Aguinaldo’s 1898 decree. Still shedding their blood to found a nation, the revolucionarios began a tradition that generations thereafter continued. Surely that century-old tradition, seared in the powerful drama that founded our nation, cannot be simply set aside in exchange for following what is “usually celebrated” elsewhere under other, more different circumstances.

In this Yuletide season, Jesus Christ comes to mind. Not just a national hero but the hero of Christiandom, His birth has given rise to a global holiday that bears His name. But the Church’s richest commemorations recall His death and resurrection, not His birth. Lent, not Christmas, is the premier event in the Christian calendar.

The birth of the Child Jesus was indeed propitious, but more so only because it eventually led to the death of Jesus the Savior, who gave His life to redeem mankind and through His resurrection to make good His promise of the Kingdom of Heaven.

Practical reason

The supporters of the bill also argue that observing Rizal Day on June 19 is more practical as “classes have just started and students would be able to actively participate in the commemorative activities,” whereas Dec. 30 falls during the Christmas break when school is out.

The commemoration of Rizal Day should be out of the range of things practical—of assigning value, as Oliver Wendell Holmes Jr. put it, by “looking away from first things” and “looking toward last things.” Practicality ignores the deeper salience and substance of Rizal’s death for the sake of convenience.

Beautiful tradition

June 19 is an official holiday in Laguna, Rizal’s home province. On this day, students, youth organizations, Rizalists and the officials of Laguna and the national government converge in Calamba, Rizal’s birthplace, to honor the national hero with a grand parade. Similar commemorative activities are held outside of Laguna, especially in schools all over the country.

By all means, we should continue this beautiful tradition. But we shouldn’t stop commemorating Rizal Day on Dec. 30, the more important date in Rizal’s life, because it is impractical. To do so is to misplace our values.

What’s wrong with honoring Rizal twice a year? It’s the least we can do to thank an exemplary man, the First Filipino, by Leon Ma. Guerrero’s reckoning, who had chosen to fall so that the country may rise.

PSE eyes new trading rules by June 2009

The Philippine Stock Exchange (PSE) has drafted a fresh set of trading rules, which it plans to implement within the first half of 2009, to boost investor base and increase market turnover.

The set of rules will be introduced along with a new trading system, the bourse said.

The rules are subject to review by trading participants, whose comments will be compiled by the PSE until January 17 next year. The same will be submitted to the Securities and Exchange Commission for approval.

Under the new guidelines, there will be a pre-open period at 8 a.m., to be followed by the market opening at 9:30 a.m. A two-hour recess, starting at 12 noon, will happen and the market will resume at 2 p.m. The market will close at 4 p.m. following a pre-close period at 3:40 p.m. The PSE may effect changes to this schedule as the circumstances warrant, it said.

The trading floors in Ayala and Ortigas will also be open from 8 a.m. to 5 p.m. unless the exchange decides otherwise.

PSE president and chief executive Francis Lim said the move will attract more investors overseas.

According to him, the PSE has received several requests from overseas Filipinos on the extension of the trading period.

"We were in Abu Dhabi and one overseas Filipino worker who is already an active investor in our market told me that he always wakes up at 5 a.m. just to meet the opening of the Philippine market because of the time difference," Lim said.

"We are lagging behind our counterparts abroad. If we extend the trading hours, let’s say for another two hours, then more players will come in and take part in the local trading," he added.

The Association of Securities Analysts of the Philippines (ASAP), for its part, lauded the move saying it is a way of keeping up with other global players.

ASAP president Francisco Liboro noted that once the new rules are implemented, "we will have the same hours as Hong Kong and we can also witness the start of trading in Europe."

"Why is it good? Because we will be more accessible to foreign funds," added Liboro.

In 2002, the PSE tried afternoon trading but stopped it after eight months because it failed to increase market activity. The extended hours, from 1 p.m. to 2:30 p.m., apparently coincided with the mid-day trading break of exchanges Malaysia, Singapore, Indonesia, Hong Kong and Thailand.

"Times have changed. We have to consider also that markets are much different now as trading has become more global," Lim said. "But we decided to implement the extended trading hours next year to give the PSE market players enough time to make necessary adjustments in their operations."

Maligayang Pasko sa Lahat

LOS ANGELES -- Isang maligayang Pasko ang aking ipinahahatid sa inyong lahat at sana, madama ninyong lahat ang tunay na diwa ng Kapaskuhan at sana, kayo pong lahat ay nasa mabuting kalagayan ng pag-iisip, pangangatawan at higit sa lahat, sa ispirutwal na aspeto ng buhay.


Kararating ko lang po, kasama ang tatlo kong mga anak, upang ditto ipagdiwang ang Kapaskuhan, sa piling ang aking asawang si Jinkee.

Matapos ang aking laban noong Disyembre 6, umuwi ako sa Pilipinas upang kasama kong mag-celebrate ang aking mga kababayan na hanggang ngayon ay tuwang-tuwa pa rin matapos nating manalo kontra sa Golden Boy ng boxing, si Oscar Dela Hoya. Kasabay din nito ang padiriwang ng aking ika-30 kaarawan noong isang linggo na kumumpleto ng kasiyahan ng isang bansang naghahangad ng isang malaki at magandang balita.

Masaya po ang pasko ngayong taon na ito dahil bukod sa tagumpay natin laban sa Goliath ng boksing na si Dela Hoya, nakuha rin natin ang dalawa pang sinturon ng World Boxing Council na magkaibang timbang. Ito ang super-featherweight title ng Mexican na si Juan Manuel Marquez at ang lightweight championship belt ni Mexican-American na si David Diaz.

Masaya ako dahil nakapagbigay din ako ng saya sa inyong lahat at tatlong beses ngayong taon na ito na tayong lahat at naging iisang bansa sa pagsigaw at pagpapangarap ng tagumpay.

Kahit minsan man lang, nagkabuklod-buklod ang pamilya, ang mga magkakaibigan, at kahit na ang mga magkakaaway. Sa isang pagkakataon, nawala ang traffic sa EDSA, tumigil ang putukan sa mga hanay ng kampo ng mga magkakasalungat na idolohiya. Sa araw ng pasko, sana ay maunawaan ng lahat ang tunay na mensahe ng araw na ito, na ang pagsilang ni Kristo ay nagdudulot ng pag-asa, panibagong buhay at kaligtasan ng sanlibutan.

Alam kong naging mahirap din para sa pandaigdigang ekonomiya ang makabangon sa isang krisis kaya naman hindi natin maiiwasan na makaramdam ng kahirapan sa buhay. Hindi nangangahulugan na tayo ay dapat na malungkot dahil sa hirap ng buhay o sa kawalan ng mga biyaya. Mahalaga para sa atin na maintindihan ang kahalagahan ng araw na ito na dapat ay magdulot ng saya at pag-asa.

There was an interesting story that came out about two weeks ago from the House of Representatives on their approval on third and final reading a bill that would put an end to more than a century of observing every Dec. 30, Rizal Day, as one of the official holidays in the Philippines. It is one of the non-working holidays observed nationwide to commemorate the death anniversary of our national hero, Dr. Jose P. Rizal.

This proposal — under House Bill (HB) No. 1289 — seeks to move the observance of this national holiday instead to June 19 to mark the birth anniversary of Dr.Rizal. It was authored by a group of solons led by Iloilo City Rep. Raul T. Gonzalez Jr., namesake of the Justice Secretary of President Arroyo. The House measure was unanimously approved in plenary a few days after the House Committee on Revision of Laws recommended its enactment.

The National Historical Institute supports the approval into law of HB 1289. In their endorsement, the NHI noted the observance of Rizal Day on December 30 of each year which traces its historical basis to a decree issued by the first Philippine President, the late Gen. Emilio Aguinaldo on Dec. 20, 1898.

NHI Chairman Ambeth R. Ocampo wrote to Rep. Gonzalez that this decree actually declared December 30 of each year as a day of national mourning and was intended to honor Rizal and other Filipino patriots during the Spanish period. On that basis, Rizal Day was declared as one of the official holidays in the country with the enactment of Act No. 245 of the Philippine Commission. It was signed on Feb. 1, 1902.

The NHI chief concurred with the proposed enactment of HB 1289 as the more appropriate day of commemorating Rizal Day on his birth anniversary every June 19. “While Rizal Day is observed on June 19, classes have just started and students would be able to actively participate in the commemorative activities,” Ocampo pointed out. Of course, as presently practiced, June 19 is like any other ordinary days in the calendar while Rizal Day is observed during the long school vacation in all levels starting Christmas all the way to New Year’s day.

Aside from Gonzalez, other authors of the bill include Reps. Justin Chipeco (NP, Laguna); Ma. Victoria SyAlvarado (Lakas, Bulacan); and Ma. Evita Arago (LP, Laguna). Obviously, all three lawmakers hail from the home province of our national hero who was born in Calamba. The house of the Rizal family in Calamba is among the national shrines being maintained by the State. The House-proposed measure will amend EO No. 292, known as the Administrative Code of 1987 that set December 30 as Rizal Day.

Rizal was executed on Dec. 30, 1896 by the Spaniards in a firing squad at Bagumbayan, later called as Luneta and was subsequently named as Rizal Park. Thus, every year the official commemorative activities of traditional raising of the giant Philippine flag, the wreath-laying rituals and military honors principally take place at the Rizal Monument in Luneta.

While the Senate has yet to come up with its own counterpart measure, or they may just adopt this proposed House bill to move Rizal Day to June 19, President Arroyo has done her own changes on Rizal Day celebration. She has moved the traditional venue of observing this holiday from the Rizal Monument in Luneta to Baguio City’s own Rizal Park. She started this in 2002 when she made the controversial Rizal Day declaration that she won’t run in the May 2004 presidential elections. And the rest, as we say, is history.

The darkest moment of this most recent history was the Rizal Day celebration in 2000 when a spate of deadly bombing attacks in several crowded places in Metro Manila that killed 22 holiday revelers and seriously maimed scores of people, including children.

Five locations were bombed almost simultaneously within the span of an hour. A bomb exploded at Plaza Ferguson in Malate, Manila near the US Embassy. Another bomb was detonated at a gasoline station in the Makati central business district. Two policemen from the bomb squad, died while trying to defuse the improvised explosive devices. Another IED was placed inside a bus traveling along EDSA. One passenger was killed while several others were injured. Alert authorities were able to foil IED found at the cargo handling area of the Ninoy Aquino International Airport (NAIA). The bombing attack that claimed the most casualties occurred at the Blumentritt station of the Metro Manila Light Rail Transit (LRT).

Initially, various Islamic groups were implicated in the bombings, from the Abu Sayyaf bandits to the Moro Islamic Liberation Front, including the Jemaah Islamiyah (JI) terror group from Indonesia. As subsequent events unfolded, the Rizal Day bombings were retaliatory attacks of the MILF against the all-out war policy of the administration of then President Joseph Estrada.

It took almost three years before law enforcement authorities were able to solve the Rizal Day bombing attacks with the arrest in May 2003 of Saifullah Yunos (aka Mukhlis Yunos), a member of the MILF’s special operations group. Fathur Rahman Al-Ghozi, an Indonesian national and a JI member was subsequently arrested and convicted for illegal possession of explosives in relation to the Rizal Day blasts.

The other dark spot of this holiday was the Rizal Day observance in 2002 when the President dropped the bombshell that she won’t run for the presidency. But as it turned out, she merely bought time to shield herself from the unceasing political attacks against her administration.

Thus, the solemnity of Rizal Day, however, has become associated with these two unfortunate incidents while we were supposed to be honoring the martyrdom of our national hero. If only for these two reasons, I favor the transfer of Rizal Day on his birth date instead.

The proposed changing of date of commemorating our national hero’s day comes on Rizal’s 112th death anniversary this year. President Arroyo earlier intimated to me she would take the opportunity to explain in layman’s language to the Filipinos how her administration intends to shield the Philippine economy from the full impact of the global financial crisis when she delivers her Rizal Day message tomorrow. Hopefully, it would not be bombastic that would turn out to be nothing but smokescreens only.

Gensan Rep.Darlene Antonino-Custodio celebrates her 35th birthday

Born Darlene Magnolia R. Antonino on December 26, 1973 is a Representative of the first district of South Cotabato and Gen. Santos City. She gained national fame for defeating her challenger Manny Pacquiao in the 2007 elections.

Darlene comes from the prominent Antonino Clan of South Cotabato. Her father and mother, Aldelbert and Luwalhati R. Antonino both served as mayor and house representative of General Santos City and South Cotabato. She is also the grandgrandaugher of Senators Gaudencio and Magnola Antonino. She is married to Benjamin Custodio, a businessman.




Early Life & Education
Darlene was born on December 26, 1973 at California, USA. She from graduated high school at O.B Montessori, Manila in 1992. She finished her college degree in B.S. Business Management in De La Salle University-Manila in 1996. She holds a master's degree in Culinary Arts in the prestigious school Le Cordon Bleu in London, England.


Career
She belongs to the NPC-AIM party and served as the House Deputy Minority Leader in the 13th Congress of the Philippines.

Last May 14, 2007 elections, she defeated her challenger Manny Pacquiao, a popular World Boxing Champion, by more or less thirty thousand votes.

January 2,2009 declared non-working holiday

President Gloria Macapagal-Arroyo has declared January 2 a non-working holiday, Malacañang has announced.

This means that workers will have a total of nine days vacation, including December 26, 29, and 31, as contained in Proclamation 1463, which the President has signed, Executive Secretary Eduardo Ermita said Wednesday.

The holidays will allow our countrymen “to have a more meaningful observance of Christmas and New Year; and to strengthen ties with one another,” according to the proclamation.

For regular holidays, an employee who reports for work will receive 200 percent of his basic wage for the first eight hours, with an additional 30 percent of his hourly rate for the succeeding hours counted as overtime, according to labor laws.

For the special non-working holidays, an employee can get 130 percent of his daily rate for the first eight hours with additional 30 percent of his hourly rate for overtime.

ANG gidaghanon sa mga tawo nga buot mouli sa tagsatagsa nila ka pamilya ug probinsya atol sa Pasko ug Bag-ong Tuig nagpakita nga way gahom sa krisis nga mopatay sa Krisyanong tradisyon pagsaulog niini.

Mobalik ta sa atong mga pamilya, ang atong bugtong kadaganan sa mga higayon diin sirado na ang pultahan sa uban, ang miumol sa atong mga damgo. Inanunsyo na kahapon ng Department of Labor and Employment (DOLE) ang mahabang regular at non-working holidays ngayong Christmas break upang abisuhan ang mga employer kaugnay sa daily basic wage adjustment sa mga araw na tatamaan ng pista opisyal.


Tatama ang regular holidays sa Disyembre 25 (Christmas Day), Disyembre 30 (Rizal Day) at Enero 1, 2009 (New Year’s Day). Habang ang special non-working days naman ay nakaiskedyul sa Disyembre 26, 29 at 31.


Ayon kay Labor Sec. Marianito Roque, ang abisong ito ay pinagtibay ng Proclamation No. 1463 ni Pangulong Gloria Macapagal-Arroyo.


Idineklara ng Malacañang ang Disyembre 26 (Biyernes) at 29 (Lunes) bilang additional special non-working days upang bigyan ng sapat na panahon ang mga Pinoy na makahalubilo at makapagdiwang ng Pasko sa mga mahal sa buhay.


“In order to enable our countrymen to have a more meaningful observance of Christmas and New Year, to strengthen their ties with one another. The President declares a long-holiday para naman ma-enjoy ng mga kababayan natin ang bakasyon,” ani Roque.


Samantala, inihayag kahapon ng Pangulo na ikokonsulta umano muna niya sa business at labor sectors kung dapat o hindi na ideklarang special holiday ang Enero 2.


Ito’y sa dahilang malapit ito sa weekend at nakadikit sa mahabang holiday mula Disyembre 30, 31 at Enero 1.


Ito’y sa dahilang may komplikasyon umano sa overtime pay ang naturang araw at mahalagang makuha ang opinyon dito ng mga apektadong sektor

MANILA, Philippines - President Arroyo is still undecided on whether or not to declare January 2, 2009 as special non-working holiday.

“I will consult with the labor and business sectors because it has implications on the overtime pay,” President Arroyo said Monday.

She also said they might issue a list of non-working holidays for the whole year of 2009 on January 1, New Year’s Day. - GMANews.TV


Govt reminds public of holiday-pay rules


The government on Monday reiterated that employees are entitled to higher pay for working on the coming holidays (December 25, 30 and January 1) and on special non-working days (December 26, 29 and 31).

Also on Monday, Malacañang officials said the government may also declare January 2, 2009, as a special non-working holiday—but has not made a decision.

For working on regular holidays, employees are entitled to 200 percent of their daily basic wage for the first eight hours, plus an additional 30 percent per hour during overtime, Labor Secretary Marianito Roque said in a statement.

For the special non-working days, employees are entitled to 130 percent of their daily rate for the first eight hours and an additional 30 percent per hour during overtime, he added.

Roque said he issued an advisory, consistent with Presidential Proclamation 1463, to circulate the guidelines of pay rules for the regular holidays and non-working days.

Earlier in February, President Gloria Arroyo issued Proclamation 1463 declaring December 26 and 29 as special non-working holidays “in order to enable our countrymen to have a more meaningful observance of Christmas and New Year, to strengthen their ties with one another.”

Roque said that in the same proclamation, the President upheld that Christmas Day and Rizal Day (December 30) are regular holidays, while January 1, as the law dictates, remains a regular holiday.

Also on Monday, President Arroyo said she is mulling over the possibility of declaring January 2, 2009, as special non-working holiday. “I will consult the labor and business sectors, because it has implications on the overtime pay.”

Mrs. Arroyo said it is necessary to know the view of the Labor department and of the employers before deciding whether to declare that date a holiday.

She added she received information that many workers were asking her to declare January 2 as a holiday, so that they could extend their vacation.

The President said she might issue a list of all non-working holidays for 2009 on New Year’s Day.

Tacloban proclaimed 34th Highly-Urbanized City in the Philippines

The campaign period is already over. The plebiscite is also over and it was a landslide victory for Tacloban. Mark December 18, 2008 on your calendars for its independence day for all Taclobanons. The sovereign Taclobanons have spoken and its official, nobody can argue with it.

Out of 57,771 people who voted on the plebiscite over 36,352 favored the reclassification while only 21,419 disagreed. The turn out of the over all voters went to 56%, currently the highest compared in Puerto Princesa.

Tacloban is the 1st Highly Urbanized City in Eastern Visayas and the 34th in the country. Now the whole nation or even the whole world could recognize Tacloban’s potential to be a metropolis in the future. After 55 years of being a component-dependent city of Leyte its about time we face independence and learn to run our own city.We should be ready for we’ll be experiencing a change in governance. Tacloban will stand on its own feet now with out asking any help from its mother-province, Leyte, and trying to learn to be independent.

Whether you voted Yes or you voted No the plebiscite is now over and its time to be united. Let’s support the decision of the majority. Its time to start all over again for the future of our children. For a better tomorrow let’s be united. Its Christmas and lets enjoy the surprises of HUC.

Arroyo declares December 18 holiday in Tacloban

President Gloria Macapagal-Arroyo through Proclamation No. 1687 has declared December 18, 2008 as special non-working day in the City of Tacloban.

Executive Secretary Ermita who signed the Proclamation by authority of President Arroyo, said that in order to give the people of Tacloban City ample time to exercise their right to vote, there is a need to declare, Thursday, December 18, 2008 as special (non-working) day.

President Arroyo earlier on October 4, 2008, proclaimed that Tacloban City has met all the qualifications of a Highly Urbanized City by virtue of Proclamation No. 1637 entitled Conversion of Tacloban City Into a Highly Urbanized City.

On December 10, 2008, Tacloban City Mayor Alfred Romualdez through Executive Order No. 08-14/12-10, declared December 18 as special non-working day in the City of Tacloban for the purpose of conducting the Plebiscite for the conversion of Tacloban City from a Component City to a Highly Urbanized City.

Mayor Romualdez, in his executive order said that practice and tradition have it that the day of any election, referendum, plebiscite or any similar political exercise, has always been a special non-working day.

Mayor Romualdez said that in order to give the Taclobanons the opportunity to exercise their sacred right of suffrage, he deemed it necessary that December 18, 2008, the day of the plebiscite, be declared as special non working day.

By declaring December 18 a special non-working day, the Taclobanons will be given the chance to fully participate in the said plebiscite, Mayor Romualdez said.

Taclobanons have the right to participate in deciding on the important issue of whether Tacloban City should be reclassified into a highly urbanized city or not, Mayor Romualdez added.

Mayor Romualdez is advocating the conversion of Tacloban City into a highly urbanized City.

On the other hand, another group, that of Vice Mayor Alvin Antoni, is advocating status quo on the ground that Tacloban City is not yet ready to become a highly urbanized city. (PIA 8)

Quezon split is No vote

LUCENA CITY -- The controversial Republic Act 9495 that aims to divide Quezon into two separate provinces has received a severe beating based on unofficial results of the plebiscite held Saturday.

Based on reports from Quezon's 40 towns and one city, which was released by the provincial governor's office Sunday afternoon, the proposed division of the province into two had been rejected in the plebiscite.

Unofficial results showed the "No" votes at 202,930 while the “Yes” votes a total of 155,389.

Results also showed that voters from the province’s 3rd and 4th districts approved the creation of Quezon del Sur, which would have been comprised 23 towns from the two districts.

Results from the two districts showed that “Yes” garnered a total of 101,952 votes while the opposition received 78,388.

However, the "No" votes from the province’s 1st and 2nd districts overtook the “Yes” lead in the Bondoc Peninsula (3rd district) and Lamon Bay (4th district) areas.

The unofficial tally sheet showed that 1st and 2nd districts have a combined total of 124,542 "No" votes compared to "Yes," with 53,437 votes.

In the official count of the Commission on Elections, lawyer Allan Enriquez, head of the Comelec in Quezon, said that as of Monday morning, there were 168,935 votes for “No,” with “Yes” having 135, 220 votes.

He said they have yet to receive the election returns from the towns of Real, Infanta, and General Nakar and six other island municipalities.

Enriquez observed that the big towns in the Bondoc Peninsula and Lamon Bay areas failed to deliver the expected affirmative votes.

Quezon has about 900,000 voters but according to the Comelec only about one third of the whole voting population participated in the plebiscite.

Meanwhile, Representative Proceso Alcala (2nd District) refuted a report that he had changed his neutral stand and supported the rejection of RA 9495 on the eve of the plebiscite.

"The report that I supported ‘No’ at the last minute was not true. It was a blatant lie. I maintained my neutral stand until the end of the plebiscite," he told the Philippine Daily Inquirer over the phone.

On Saturday morning, the Inquirer was informed of Alcala's change of stand from the lawmaker’s trusted men. The information was also confirmed by Lucena Bishop Emilio Marquez, Representatives Lorenzo "Erin" Tañada III (4th District), and Danilo Suarez (3rd District).

The Inquirer tried but failed to get Alcala's comment on the reports. The lawmaker admitted shutting off his phone last Saturday.

However, Alcala did not refute the report that his own staff had actively participated in the "No" campaign. "I gave them freedom to decide on their own," he explained.

Alcala said that if he really supported the rejection of RA 9495, he could have contributed more votes to the opposition.

Last Saturday's political exercise was reportedly marred by massive vote-buying. The "No" campaigners are being accused by the "Yes" advocates of massive vote buying, especially in Candelaria town and Lucena City.

RA 9495 paved the way for voting on the division of the province into two separate political units -- Quezon del Sur and Quezon del Norte -- in the plebiscite.

Governor Rafael Nantes, a former representative of the province's first district, is the main author of the measure which he pushed during his three terms in Congress, along with Alcala, Representative Lorenzo "Erin" Tañada III (4th district), and Suarez (3rd district) as co-authors until the measure was passed last year.

But after being elected governor in 2007, Nantes made a turnaround and opposed the province's division.

In his speech before the provincial employees Monday morning, Nantes said that with the defeat of RA 9495, he urged the opposition to work with him in his development projects and programs for the province.

He said brickbats and mud were thrown in his direction to besmirch his person during the intense plebiscite campaign but he ignored them all.

"The people have refuted them all by voting ‘No’ to the division of Quezon," he said.

He thanked his supporters for the successful rejection of RA 9495 particularly Representative Mark Enverga (1st District) and Alcala.

With a standing order from the Supreme Court preventing the Comelec from officially proclaiming the results of the plebiscite, the provincial agency would count all the votes from the different municipalities but would not sign the certificate of canvass and proclaim the results

Abhisit elected 27th Prime Minister of Thailand succeeds Chaovarat

Democrat leader Abhisit Vejjajiva becomes Thailand's 27th Prime Minister on Monday morning as the Parliament convened its extraordinary session to elect the new premier.


Voting result showed Mr Abhisit received 235 votes while his rival Puea Pandin leader Pracha Promnok received 198 votes.

There were 436 MPs eligible to elect the new premier. Three have abstained their votes.

14th ASEAN Summit scheduled in February 2009

The Association of South East Asian Nations (Asean) Foreign Ministers’ Retreat agreed to reschedule the Asean Summit to the third week of February 2009.


Acting information and communications technology minister Mun Patanotai, as a representative of Thailand, attended the Asean Foreign Ministers’ Retreat in Jakarta, Indonesia on Monday.

According to Mr Mun, Asean delegates deemed that holding the Asean Summit on March would be too long and they decided to move it to the third week of February.

Foreign ministers were well aware of the political situation and the airport closure in Thailand and they would like the new government to prioritise the Asean Summit, Mr Mun said.

Asean secretary-general Surin Pitsuwan said political conflicts have hindered the country to show its competency in the region. He therefore called on Thai people to understand the importance of the Asean summit.

No matter which party wins the race to set up the new government, people should refrain from protesting and laying siege to important areas as they could affect the Asean Summit and the country’s stability directly, Mr Surin noted.

Campaign Period for Tacloban HUC Plebiscite only up to December 16

Tacloban City - The campaign period for the December 18 Plebiscite to ratify the conversion of Tacloban City from a component city to highly urbanized city pursuant to Presidential Proclamation No. 1637, is only up to December 16, Tuesday, the Commission on Elections reminded.

The Commission of Elections earlier announced that the campaign period for the December 18 Plebiscite is from November 25 to December 16, 2008.

The Comelec also directed that the posting of the computerized voters list as of the October 29, 2007 Barangay and SK elections, is December 15-18. The inspection of polling places is scheduled on December 16.

On December 17, the eve of Plebiscite day, the Comelec prohibits campaigning; giving, accepting free transportation, foods, drinks, and things of value; and the selling, furnishing, offering, buying, serving or taking intoxicating liquor.

On Plebiscite Day, October 18, Comelec prohibits cockfighting and other forms of gambling, holding fairs, boxing, or any other similar sports.

Also prohibited is the giving or accepting free transportation, foods, drinks and other things of value.

The selling, furnishing, offering, buying, serving or taking intoxicating liquor; and the opening of booths or stalls for the sale of merchandise, refreshments, etc. with the distance of 30 meters from polling place, are also prohibited.

The Comelec also prohibits on the Plebiscite Day, campaigning, soliciting votes or undertaking any propaganda for or against any candidate or any political party with the polling place or within thirty (30) meters from the polling place.

Very much prohibited is voting more than once or in substitution of another, the Comelec Resolution No. 8515 promulgated on November 12, 2008 provided.

The Comelec calls on the public to follow the directives or they will be charged of violations of Omnibus Election Law. (PIA 8)

"No"votes lead in Quezon split plebiscite

LUCENA CITY, Quezon, Philippines—Only one out of three voters in Quezon came on Saturday to vote in a historic plebiscite that was to divide the province into two, according to the local head of the Commission on Elections.

“Based on initial reports, only about 30 to 35 percent of the total number of voters in Quezon participated,” said Comelec Quezon chief Allan Enriquez.

“With the active campaigns by both ’yes’ and ’no’ advocates led by the Church and political figures, the turnout of voters was quite low,” he said.

Quezon has about 900,000 voters, he said.

Initial results showed that the people did not want the province divided. “It’s 70-30 in favor of ’no’ votes,” Enriquez said in a phone interview.

With a standing order from the Supreme Court preventing the Comelec from officially proclaiming the winner in the plebiscite, Enriquez said the agency would count all the votes from the different municipalities but would not sign the certificate of canvass and the proclamation of winner in the provincial canvass.

“We have to abide by the court order,” he said.

Lucena Bishop Emilio Marquez, an ardent “yes” campaigner, urged the people to respect the results.

Republic Act No. 9495 paved the way for voting on the division of Quezon into two separate political units in the plebiscite.

Police reported the arrest of four people in Padre Burgos town for distributing “black propaganda” materials against the Suarez clan on the eve of the plebiscite.

Enriquez said the suspects would face charges of violation of the Omnibus Election Code.

Lawyer Frumencio Pulgar of the Save Quezon Province Movement, one of the anti-Quezon split groups that asked the high tribunal to stop the plebiscite on grounds of constitutional infirmities of some provisions of RA 9495, said he would withdraw the petition on Tuesday.

“That’s to remove the legal obstacles in the proclamation of the winner,” he said in a phone interview.

Pulgar denied reports of vote-buying or irregularities. In fact, the Comelec had not received any formal complaint as of Sunday, he added.

He called on all “yes” advocates to forget the intense rivalry during the campaign and work together for the development of the province.

“The plebiscite was not a political contest. Let us again join together to chart the progress and development of one Quezon,” he said.

Tañada and Suarez both called on their supporters to respect the result of the plebiscite. They, however, held it ironic that their intention to fight poverty through RA 9495 was defeated by the poverty of most of the voters who sold their constitutional right for a measly sum of P100.

“We want to eradicate poverty but it was also poverty that killed the law,” said Tañada over the phone.

“It’s now the call of the present provincial government to deliver the progress and development that it promised to the voters. The people’s expectation is high,” he said.

Non-working day ngeni king probinsya ning Kapampangan

This province goes on official non-working holiday today, Dec. 11, to commemorate the 473rd anniversary of the founding of Pampanga.

But Angeles City Mayor Francis Nepomuceno clarified yesterday that the holiday applies only to Pampanga’s 20 towns and one city, not to Angeles where this day will be observed just like any other working day.

“The decision does not mean that Angeles City is not one in observing Pampanga Day anniversary,” Nepomuceno said.

He said the decision to make Dec. 11 a regular working day favored “employers and workers in the city especially those working on a per day basis because Angeles City already had a special non-working holiday on December 08, 2008 in observance of the Angeles City foundation day”.

Nepomuceno also noted that a long Christmas season holiday faces employers and employees anyway.

He also noted that Angeles is politically independent from Pampanga as a chartered city founded on January 1, 1964 under Republic Act No. 3700.

“As a highly urbanized city, Angeles City’s existence, corporate and administrative entities is governed by its own specific charter in addition to the Local Government Code of 1991,” he noted. Angeles voters, therefore, do not vote for provincial officials.

During the term of his predecessor, now Pampanga 1st District Rep. Carmelo Lazatin, the city government also went on holiday every Dec. 11, amid historical data indicating that Angeles started as a mere barrio of San Fernando, the province’s present capital.

Meanwhile, Gov. Eddie Panlilio said that this year’s 437th anniversary of the founding of Pampanga will have as motto, “Musbung Ing Panyulung King Pisasanmetung (Progress arises from unity)”.

Photo and art exhibits have been put up at the capitol lobby here, amid an agro-industrial fair outside.

“The agro-industrial trade fair displays the resilience of the Kapampangan people through their craftsmanship and creativity in such enterprises as wood crafting, metal crafting, ceramics, lantern-making and food processing,” Panlilio’s information office said.

Pampanga Day or “Aldo ning Kapampangan” will culminate in the awarding rites for this year’s Most Outstanding Kapampangans on Dec. 11, the approximate date of the founding of the province. The commemoration was first declared an official non-working holiday during the incumbency of Gov. Estelito Mendoza who also commissioned the composition of an official Pampanga hymn which is sung during official functions of the provincial government up to the present.

June 19 Rizal Day urged

Instead of present celebration on Dec. 30


A House of Representatives committee has recommended the enactment of a bill that would put an end to the more than a century of practice of observing Rizal Day on his death anniversary on Dec. 30 and move the non-working holiday to June 19, the national hero’s birth anniversary.

In a committee hearing on Monday, members of the Committee on Revision of Laws unanimously approved House Bill No. 1289 and sought its immediate approval into law.

Authored by a group of solons led by Iloilo City Rep. Raul T. Gonzales Jr., the filing of HB 1289 was backed by the National Historical Institute which noted that the observance of Rizal Day on Dec. 30 has its historical basis in a decree issued by General Emilio Aguinaldo on Dec. 20, 1898.

In a letter to Gonzales, NHI Chairman Ambeth R. Ocampo said the decree actually declared Dec. 30 of each year as a day of national mourning and was intended to honor Rizal and other Filipino patriots during the Spanish period.

According to Ocampo, Rizal Day was declared one of the official holidays of the country with the enactment of Act No. 245 by the Philippine Commission, signed on Feb. 1, 1902.

Ocampo supported Gonzales’ contention that commemorating June 19 as Rizal Day is more appropriate, considering that birth anniversaries of national heroes are usually celebrated rather than their death anniversaries.

The NHI maintains that the observance of Rizal Day should be done on June 19, his actual date of birth, Ocampo said, rather than Dec. 30, during the Christmas vacation. "If Rizal Day is observed on June 19, classes have just started and students would be able to actively participate in the commemorative activities," he said.

Aside from Gonzales, the other authors of the bill include Reps. Justin Chipeco (NP, Laguna), Ma. Victoria Sy Alvarado (Lakas, Bulacan), and Ma. Evita Arago (LP, Laguna).

The measure would amend Executive Order No. 292, the Administrative Code of 1987.
